  Abstract  
 

Recently education institutions are interested in developing their global place which huge changes occur with respect to technological progressing and student’s demands. In order to achieve learning technique and services as business, the faculty belong to these institutions must know what the need of students should acquire and the quality fulfill these wants as rabid as possible. So that propose framework on the base of choosing method will called choosing technique (CT) design and implements by high level selection members from universities facilities and administration will called facility team (FT) with friendly user guide interface using visual  basic (VB) for data and reasoning purpose was proposed, all for priorities and Realize students demands and qualifications level associated with university specialties and courses availability.
